I tend to believe that one is the by-product of a society-of an
environment. One certain thing is that one is commonly expected to
"behave and think in the box" the society/environment establishes and
designs. In fact, the society/environment prompts and drives an
individual toward certain behavior, attitude and even mentality.
Allow me to lead you to dive deeper into this matter. Ostensibly, people
are/develop in "a boundary of a society/environment's project." Certain
behavior and habits are passed on by parents; certain thoughts and
value are shaped and placed, those of which are greatly influenced by
parents, peers and society/environment at large.
It's important to observe that when a project is mentioned, the first
and foremost composition shall be Vision, Objective, Goals (smart goal),
Budget, Concrete Actions, Time Frame, Strategy, Weakness, Strength,
Lesson Learnt (Cambodia can learn, adapt and adopt "the right things"
from countries around the globe-that's a pattern of development.) and
Recommendations etc.
Concrete Actions and Measurements as well as policy and strategy shall
reflect the goal. Actions talk louder than words; results and efficiency
also talks louder than words. That's why the detail is crucial; so are
the thorough and prudent planning, analysis, monitoring and evaluation
and of course, THE RESPONSIBLE & CONCERNED PEOPLE!
In overall, people are the by product of a society/an environment. In
other words, people live and develop in "the web of a society/an
environment."
My suggestion and firm belief for a civilized and developed country:
- Citizens are responsible, law-abide and play positive role and
contributions and a part as solutions. Citizen shall be technically
competent, capable in problem-solving, confident and responsible.
-Leaders genuinely and strictly function as role model, positive examples and leave highly responsible legacy in their position.

(Although I find his comparison offensive; yet Singapore's education and
traffic issue, for instance, wouldn't be at this high quality and
globally recognized, ensuring high merit of human resources and public
safety. Standard, Discipline, Regulations, Conscious and Highly
Responsible Regulators are a part of the key success of Singapore.)
